(Law); University of Oklahoma, M.P.A (Public Administration); and University of Arizona, B.A. (Government). Also attended Public elementary schools in Albuquerque, NM. Resident of Santa Teresa since 2006.
Dr. Paul Maxwell
Dr. Maxwell, a recognized expert in domestic and international science and technology policy, is currently the Executive Director and CEO of the Bi-National Sustainability Laboratory (BNSL) which he helped found in 2004. A non-profit, bi-national enterprise, BNSL’s mission is to focus on emerging technologies to create and implement economic development efforts within the entire U.S.-Mexico border region from the Gulf of Mexico to the Pacific Ocean. They have helped more than a dozen new technology based start-ups and count over 50 major stakeholders and service providers throughout the 10-state border region. The BNSL was a key sponsor of the region's only technology incubator, the Hub of Human Innovation.
Dr. Maxwell was VP for Research and Sponsored Projects at the University of Texas at El Paso responsible for the policies and directions of the University’s diverse research portfolio that nearly doubled during this period to more than $185 million. Previously, he worked for the U.S. State Department as an Environment, Science and Technology Counselor serving at U.S. Embassies in Buenos Aires, New Delhi and Mexico City and earned citations for his efforts on non-proliferation and science cooperation. He was also a senior Staff Science Consultant for the Committee on Science, Space and Technology, U.S. House of Representatives (1977-90) and an associate professor of Materials Science and Engineering at the Central University of Venezuela (1972-77).
Dr. Maxwell holds a doctorate and masters degrees in materials science and engineering from Stanford University and a BS degree in metallurgical engineering from the University of Texas at El Paso. He served as President of the North American Institute (NAMI) in Santa Fe (2001-2008), NM and was on the founding Board of Directors of the Texas Lone Star Education and Research Network (LEARN) organization (2003-05). Dr. Maxwell was appointed by Texas Governor Rick Perry to the Product Development and Small Business Incubator Board (from Dec 2004 to January 2012) and to the Texas Emerging Technology Fund’s Life Science Center Board (from Sept 2005 to Oct 2008).
Dr. Maxwell lives in Santa Teresa, NM and is exploring a new career in art. He is fluent in Spanish and, in addition to painting, enjoys dancing, running, and flying among many other activities.
Jack is an active duty Army officer who has led troops at the Platoon and Company level in Iraq and Afghanistan. Also experienced as an operations officer for organizations of over 1,000 people, responsible for their day-to-day activities, both tactical and administrative. Has served in the U.S. Army since 2000. Jack is a real estate investor with several properties across the country, acting as owner-manager. Jack earned a Bachelor of Science in History from the United States Military Academy, West Point, and a Master of Public Administration (M.P.A.) from Columbus State University. Jack has been a resident of Santa Teresa since 2012.
Kraig L. Carpenter
Kraig Carpenter is the founder and Managing Partner of El Camino Real Financial Advisors. In 1991, Mr. Carpenter started his professional training with Merrill Lynch & Co. Kraig has extensive knowledge in fixed income securities and focuses on retirement income investments. Kraig attended University of California, Davis and studied Business Administration. He continued his studies at the Donald T. Regan School of Economics while at Merrill Lynch & Co. As the sole principal at ECRFA Kraig holds the FINRA Series 24 and an active NASAA Series 63,65, and 66 registrations. Kraig has passed the FINRA Series 6, 7, and is a licensed California Insurance Broker and is insurance licensed in many other states as well. Kraig has been in the financial services industry since 1991. Kraig is married to Edwina, and has two adult sons living in California. Kraig and Edwina have lived in Santa Teresa, NM since 2011.
Dr. Mary Gonzalez
I have lived in the Santa Teresa NM, area since 1990, I taught in the EPISD education system since 1983 until I retired in 2013. I have attended the University of Texas at El Paso, received my Bachelor’s Degree in Education and completed a Master’s Degree still in Education in 2007, went on to complete a ED.D in Organizational Leadership at the University of the Rockies in Colorado Springs, Co. I love this area of Santa Teresa, NM and plan to continue living here until the end of my days.
I graduated from Central Technical High School in 1962 with a Major Carpentry.
I completed the New York State Apprenticeship Training program as Carpenter in 1965. On February 1, 1972 The University of The State New York Education Department granted me a Provisional Certificate to teach Carpentry. In April 1977 I started a contracting business, I semi retired in May of 2009. On July 4, 1964 I married Peggy and we're still on our Honeymoon after 50 years strong. We have 3 Children 9 Grandchildren and 1 Great-grandchild. We made several trips to El Paso starting in 1980, then 7 years ago discovered Santa Teresa and purchased our home in March 2012
